Yes and no.
You can get a 'sense' of scale when drawing a lot, but if your fundamentals are flawed, so will your end result. Anatomy is really tricky tho, and requires LOTS and LOTS of practice. Same for perspective.
And for color, you can do some material study, learn how light reflect off shit etc. And learning how some colors go well together, how to merge them, how to attract the eyes to something using cold vs warm colors etc. is more theory than practice.

Observe how different angles, shapes, and forms make up a aestetically pleasing compsition. Basically take a cup on a table, and draw it one hundred times until you know that shape in and out. Draw it from different angles, observe how the lighting and shadows interact.

Trust me drawing from life can be very boring sometimes but it is honestly the best way to pick up essential skills and excersise your technique if you are just starting. Once you build the muscle memory of what a "cup" is you will be able to draw a really good one on command, quickly, in your own style.

I have been drawing since I was three so art is a part of who I am, but i hope this advice will help you. I tried to imagine what I would need to hear from square one

The way the dark sun merges with the laurels is really ugly. It would've worked with the original Reichsadler laurel which was less symmetric. Otherwise, it needs some outline, or at least some moderator space.

One thing we want to keep in mind is that a flag needs to be both iconic and easy to draw.

So if you had a bunch of kids drawing the flag, could you still recognize it and distinguish it from other flags easily? Could they do the same?
