I think you overestimate the structural factors. Even if they tend to form the boundaries of actors using them, it is not given that they define what said actors institutionalise nor can they, especially with weak institutional rule enforcement, stop malicious actors to disrupt or try to change the proto structures and establish new institutions. But desu, you might be right, as lesser actors inhabit a structure, it is harder for contradictarian actors to play their games, or they rather need to adapt more to the given institutional setting to reach their goals. And currently it looks as if /mlpol/ is far more reasonable then /pol/. But only time will tell
