>How to get started
All you need is an art program that supports 1px brushes with no anti-aliasing, line tool, fill bucket (convenience) and selection tool (VERY handy).

This means you can use MS Paint (XP version more recommended), Photoshop, GIMP or even Fire Alpaca. However, if you wish to animate then my personal recommendations are Graphics Gale (free as of couple months ago!) and Aseprite.

This site has a few handy tutorials that can explain tricks and ways to learn pixeling, but they're on the lengthy and wordy side of tutorials (art is best explained through examples, not words, IMO). Useful stuff too if you want to use Photoshop or GIMP, as the author gives tips for both.

Very nicely written and detailed set of tutorials. However, as of now they're behind a pay-what-you-want paywall, but I'd heartily recommend chipping in.

There's plenty of places, like Spriters Resource, where you can download full spritesheets. There isn't any better source to learn from than the medium that uses pixel art.

I use to use a program called Pyxel Edit. Spelled something like that. I liked it but for just getting started any of the free alternatives the other anon mentioned should work just fine. I'm not all that great but pyxel edit made it pretty easy to create spritesheets for games I made.

Pyxel Edit is a fine choice, and it is geared towards tileset creation better than many other alternatives.
