I vaguely agree, but Spike is a dragon, and we know that dragons essentially live for a very, very, very long time, and subsequently age appropriately. I think Spike is going to stay the way he is for a long time.

But yeh, it would be cool to see Spike development in parallel furtherance to Dragon lore and history.

First he'd hang out with the yacks and grow some testicles. Then he'd go with the dragons to learn more about himself as well as dragons as a whole. During his time there he would at the very least, double in size.
Then he teams up with a changeling, maybe another dragon, and a crystal pony in string adventures we would all much rather see than the actual show.
That is of course glossed over in a flash back and never addressed again because that's how all shows do it.
All of which prepping him for the big showdown with chrysalis.
