Legends of Magic comic artist said Hasbro gave her the designs for the new characters. It's ambiguous as to whether or not Star Swirl counts as one of those new characters. Someone with Twitter should ask her to clarify. If she says his design comes from Hasbro, then combining that knowledge with the fact we know the comic series is tying into the finale would be a strong indicator of him showing up in the finale.

They didn't just get the designs. IDW got a lot of details. In LoM, when Pinkie was talking to Sunburst about how she learned about Somnambula's story, she had very detailed information coming from the episode Daring Done.

each of the mane six besides twilight has a legend matching up with them; as such, its a fairly safe guess that Starswirl is twilight's legend to match up with, meaning he should show up this season.

Doubt it.
