It would be nice if part of those 14 minutes were the montage that was cut out for time. I know it's a cliche, but I like those things, and with all the great scenarios in the book, it'd be great to see some of them in the movie, even if it's just in some random scenes.

Honestly it depends. Either that is the final time or the time of actual footage shot before editing for screen. Which movies have been known to cut down significant minutes to even hours of extra footage just to make a suitable film for theaters. That is why we have "Director's Cuts".

There is a short included, that probably pushes it to 99. The movie itself is likely 85 minutes, then 5 or so minutes of credits.

How many fucking times do I have to explain this? Shorts are separate from the actual movie. They have no relation to the move therefore are not counted in run time. The only movie that has a short as part of its plot is that shitty Digimon movie from way back.
