Well compared to Blueblood and Trenderehoof, Capper is actually a good choice for Rarara. Makes as much sense as Fluttercord. Discord is a bunch of animals and Fluttershy loves those. Capper is a proud aristocrate and Rarity always wanted someone with noble blood.

The book imply that he was more noble in the past and lost his status due to Storm King taking over. He adapted to street life and tried to act the way he is looking based on his rag of a uniform. Only after Rarity fixed his outfit, it reminded him the times when he was a noble gentleman.
