The conflict of that episode was about rumors, and it had more to do with her being a hermit in the deadly forest than anything else. Her stripes only added to it later; they didn't even know she wasn't a pone until Twilight corrected them. So from their perspective, she was just some weird witch pony.

Would make sense for Torch to be there as a more ordinary dragon before he became Dragon Lord because he's probably ancient even for dragon standards. Magnus may be from Pegasopolis times.
