1, it's not confirmed yet that this version of Spike isn't in the film in some capacity.
2, even if it's not, I support the blowfish decision. This Spike is cuter, but is just a seventh round of what we're already getting with the mane 6. The blowfish design adds some variety and a joke.

I don't have strong feelings on it either way, but I have a hard time seeing why this is one of the choices that bother people.
