"Cosmos" was a placeholder name for Tempest. Early on she was a "he" and Celestia's brother. As Cosmos evolved into Tempest the armor and look evolved too. At first you didn't know Cosmos was a pony. It was a reveal later, so the armor was meant to obscure the Pony form.
