A forced meme is a meme (idea) without (or with very limited) creative merit or potential for growth. "It needs to be about 20% cooler" is a forced meme, "I used to be an adventurer like you, until I took an arrow to the knee" is a forced meme, and "I want to cum inside Rainbow Dash" is a forced meme, but for example Pepe is not a forced meme, or in the context of MLP, the old wingboners meme. Pepe is weaponized and has actually been used for "good", wingboners contribute flavor to everything from raunchy comic strips to clopfics and porn.
As with most things, it's a sliding scale, and where you ultimately draw the line between a forced meme and a regular meme is arbitrary at best. What you can do is compare two memes and state that one is more forced than the other.

Unlike a regular forced meme (20% cooler, IWTCIRD) that originally spawned from a line in the show or normal discussion, an ultra-forced meme, more commonly known as a true forced meme, is a meme created specifically to exist as a meme, but still remain without creative merit or potential. Typically they're only perpetuated by a very small fraction of a group, or even a single individual as is the case here.
