Yes, he is one of few characters to actually grow throughout the show. Lets list the eleven major characters.
>mane 6
Twilight: Has some character development in earlier seasons by becoming less neurotic and leader like, but has plateaued by the end of season 4. She is basically the perfect mentor at this point.
Fluttershy: Absolutely, while she had a slow start for development, she absolutely developed in the later seasons, becoming less shy and more assertive and her episodes thankfully no longer revolve about this one character trait.
Pinkie Pie: No real development, but she did get more entertaining as the show went on.
RD/Rarara/AJ: No real development outside of development involving their relationship with the CMC. These three's characters are never consistent from episode to episode, as they often regress for the sake of an episode (carts before the ponies).
Overall: The mane 6 really hasn't developed that much.

Apple Bloom: A lot. She started off as a pretty immature kid who's only real interest was getting her cutie mark (for the wrong reasons). By season 6, she has become much more mature and finally understands what the point of a cutie mark is.
SB: Some what similar development to apple bloom, but without being as obsessed with her cutie mark, she also learned how to use magic as the show went on, she is however the least developed of the three CMC due to how few episodes she gets compared to the other two.
Scootaloo: Easily the most developed character in the show, she went from a pretty flat tom boy to a much more complicated character as the show went on. Even ignoring her development with rainbow dash or her acknowledging her inability to fly, she went from not caring about peoples feelings at all, to incredibly empathetic by seasons 6+7.
Overall: The CMC have developed a lot since the start of the show, all three of them share a growing up arc, while also having different arcs within that arc.

Spike: Yes, he went from the asshole character that wasn't really liked by most of the mane 6, to a close friend to all of them.
Glimmer: Yes, she has had more development then any of the mane 6 despite only being in the show for a few seasons. I really don't get why people can still dislike her after the season 7 trixie and maud episodes; those clearly show her getting better at friendship.
Overall: This list should really demonstrate that the mane 6 are the least interesting characters on the show. The supporting cast has been much more developed than the mane 6 despite having significantly fewer episodes.

Why do fans want development for the sake of development? Characters like Fluttershy and Applejack have pretty much completed whatever arc they had.

Good one. The answer though is because it lets the show last longer without getting stale.
Think of the CMC getting their cutie marks in helping people. That completes an arc while opening a new one and thus, allows more episodes to be written in a satisfying way. The alternative is to seldom develop and have characters deal with the same issues forever.
