Because living with Twilight / in a place with a shit ton of books will cause you to gain smarts by sheer osmosis, even if you dont realise it at first.
Dudes an excellent cook / cleaner / general assistant (That one AJ episode aside.), so he's fully capable of learning.

Doubt he'd be lazy though, he's got himself a good work ethic at this point.

My headcanon is that he's such a runt because he doesn't get enough sleep for a dragon, which is why he always seemed so tired and lazy in the first few seasons. Red was going to take a 100 year 'nap' after all. But now his body has adjusted to his short-term sleeping schedule which is why we haven't seen bum Spike in a while.
His growth is still stunted though.

I don't even hate on Fosgitt as much as other anons and think his style can be good for silly SoL issues. But holy fuck is it completely unsuitable for anything meant to be suspenseful.
