Part of the reason we wear clothing is because we can mate at any time and clothing acts as a barrier against the instinctive desire to mate by covering up the parts that trigger that desire so we can focus on other things like science and art.

That said, I believe that ponies have estrus cycles and don't have any sex drive whatsoever outside of periods of estrus and likewise stallions have almost no sex drive except when they smell the pheromones given off by the cooch of a mare in heat so there is no need for ponies to wear clothing in public outside of estrus periods.

Also in case you were wondering estrus lasts for about a week every two weeks from the beginning of spring to the end of summer, though some mares continue going into estrus until late autumn. It all depends on climate and the average number of daylight hours.
