Howdy, partner!
What you see here began as a series of comedy-centric stories with the concept of an alicorn-ascended Princess Applejack trying to change a mismanaged Equestria for the better by humorously interacting with the other, quite lazy, princesses. Plus late night pink antics.
Not to mention a whole bunch of Changelings with nothing better to do but cause mischief.
The whole thing was set in motion by this gem:

And don't even get me started on Cadence, who can't even manage a basic meeting with the Equestrian Games representative. Fucking annoying. Go do actual princess stuff, because apparently everyone else got the pamphlets mixed up or something and thinks "Princess" means "Beat cop."

There was hope again.
Hope, wonderful and bright hope in her chest as she walked down the hallways of the grandiose castle she'd come to call her second home. Though it would never replace the warm feeling of sun on her face and the smell of grass and freshly grown apples waiting to be plucked and turned into the wonderful treats they could become, she nonetheless had grown a fondness for this place and all she'd done within it's shining halls.
A fondness she'd seldom had a chance to reflect on, save moments like these.
Now, as she walked down the hall with a dear friend at her side, she felt emboldened as she never had been before. She felt the support given without a touch, and the push given without ever needing contact. The worst, the time she must confront her choice with the one who had been hurt and the one who yet still risked being hurt more were behind her. Both events had shaken her, but neither had brought her down.
The worse was over. Now, instead, she only had to confront those who had no doubt already been told of her actions, who no doubt were preparing for a confrontation of their own, who no doubt knew of what needed to be done and had time to come to terms with her choice, for good or ill. Now, she was ready.
With the worst out of the way, she was ready when she finally came to the doors that held the two eldest princesses and her dear friends, as had been directed by a guard they'd passed. With the stallion who'd every reason to hate her at her back and ready to stand with her, she could push forwards.
With it all over, she threw the doors open.
"APPLEJACK!"

Wings flapping with excitement, Dash hovers closer.

Twilight's eyes light up, a smile splitting her muzzle as she quickly pieced where this was leading.

Taken off guard by Twilight's sudden invasion of her personal space, Dash tries to speak but can't get a word out before she feels the familiar grip of Twilight's magic and is helplessly dragged to Canterlot castle's library.
"Ok! So, Cloudsdale history... let's see... oh! This, this, this and, definitely this!"
Twilight lays four books down on a table. Rainbow Dash takes the opportunity to crack one of them open.

Twilight shrugs as she starts to peruse one of the books, titled: Carried by the Winds (The Heroes of Cloudsdale)
"She was a military mare?"

Things had not calmed down since the wild screams had stopped, to even think of such had become nothing short of a far off dream. Instead the screaming had shifted, turning the white fur a shade of strange pink as the red beneath it began to seep through. It would have been comical, had the booming voice not currently pinned down the unfortunate mare who was trapped in the center of it all.

"It was all Ah' had."
Through the nervous shakes, the uncertain way her eyes darted left and right, and even through the twitch of a hoof that seemed ready to canter off as far as she could be taken, the mare remained strong as she stared down the wise princess who had so rarely raised her voice, let alone done anything so unthinkable as to outright scream in anger to her face.
>WELL GOOD JOB! WHY DIDN'T YOU JUST GIVE HER A KNIFE AND SAY GO FOR THE NECK! I BET YOU HAD ONE OF THOSE! IT WOULD HAVE BEEN MORE SANE THAN GIVING HER THE POWER TO BLOCK OUT MY SUN!
One last shriek of frustration escaped her before the long white legs could stand still no more. They paced back and forth in rapid steps, her breath coming in ragged short bursts that made her chest heave unnaturally with every new suction of air. Everyone moved when she came close, unwilling to risk whatever may come if they were so foolish to stand in the way of her long strides.
Every pace was made with the intention of staving off just a bit more of the wild anger, just enough to bring her to levels at least acceptable of calm, if nothing else.
She gained nothing of the sort.

Everyone in the room would admit, even if only silently to themselves, that they were impressed.
After the cries of the tallest princess, none of them thought that their ears could hurt anymore than they had before, yet once more they'd been proven wrong.
"What did you want me to do, huh!? Fight her!? Throw down in the middle of a dang blasted wasteland and then try ta' crush her neck in? Did ya' want me to blow up some more stuff, punch her really hard, maybe blast the whole thing ta' nothing? Should Ah' have used more weapons? Was that mah' problem? Ah' didn't go out packin' enough to take her out? Is that what you wanted, huh!? Tell me, did you just want another fight!?"
Much like the thought that nothing could make the wild princess pause, even if only for a second.
When the eldest stopped, they were wrong once again.

None of them missed the silence that followed.
"So then what did you want me to do instead!? Is this really where we are, just dealing with her with fightin' and clawing and screamin!? Is that what you wanted? More broken places and more hurt just to try and bring her down!?
Or the answer left unsaid.
"She was madder than she'd ever been and thanks to them she was sure that we were out to murder her, and she had nothin' to hold her back, what was Ah' supposed to do then!?... WELL!?"
The question was spoken to the alabaster princess.
The look, to everyone in the room.
"Ah'd love to hear it! Ah'm not even bein' a right heel about it, Ah' wanna know what Ah' could have done or said to make her stop! Ah' wanted her to stop, Ah' had to do it just long enough Ah' could figure out somethin', and that's all Ah' had! That's all Ah' had to give her..."
The words, the screams, had taken it's toll. By the end, she was heaving, her throat was raw, her voice scratching.
Very little of it had to do with the strain of speaking.
"Did you just want me to try to kill her too?"
The princess had not said anything yet.
Nobody had said anything yet.

Images came to the mind beneath eternally flowing rainbow hair, images she'd hoped to see very little of if ever again.
Destroyed landscapes, ruined ecosystems, beauty forever tarnished and broken. A country, broken.
All without a single blow being intentionally aimed at it.
For a single worrying moment, she imagined what could happen if even a fraction was aimed with true intent.
For a single worrying moment, there was silence.
"...if ya' wanna punish me or have one of the changelings wipe that memory, fine. Ah'll give you back what you trusted me with, for all the good it'd do. But Ah'm not going to apologize for it, and Ah'm not going to say Ah' was wrong. What they did was wrong. What everyone did was wrong. Her and everyone with her was wrong for what they were doing, the others were wrong for how they handled it. What they all did, that's what was wrong. What Ah' did... Ah' don't know if you'll agree with me, but fer' sure Ah' know one thing. What Ah' did... was Justice, and Ah'm not backin' down on that, and Ah'm not gonna say Ah' was wrong to try to keep her from hurtin' anyone else. So go ahead, scream, yell at me, ya'll can even take a swing iffin' ya' want, but Ah'm not gonna take it back, and if Ah' had to do it again... Ah' would."
For a great many moments afterwards, there was a far more uncomfortable silence.
Looks shifted with their owners bodies, words were formed yet never spoken, ideas came and swiftly went away, and there was nothing but silence.

Chitania DOES have a goal and the progression of her growing stronger IS tied into her moving towards that goal. Likewise, our villains in Pennydrop DO have a goal, and gaining more power to surpass Chitania or the princesses IS tied into her progression as a character.
BUT, when getting stronger is NOT tied into their personal journey, we avoid it. Applejack has exactly one over the top super fight, and it didn't involve her becoming stronger, it involved REMOVING the strength from Chrysalis, who likewise grew as she lost that power but carried on. Diamond Tiara is a technology based character who wants to prove she's better than the others, and with the setup of the world as deeply magical as it is she has a high bar to cross, so it makes sens when she continually escalates chasing that fame because that's her character. 007 isn't growing any stronger, he's gained no super attacks or new forms, so his battles are all about outthinking or utilizing skill. Fizzle wants to be a badass with no clear cap on it, so he always wants more. 13 doesn't fight because she avoids it with mind control.
You see what I'm getting at here? I'm sure you thought this was going to point out a lot of flaws, but this kind of blows up in your face. Aside from when they're stake-free fun, like the A-team tournament or Shiny VS the Pies for example, they're always tied directly into a character and showcase a clear progression towards a goal.

I did. It's not 100 percent applicable to our problem. But what we do have is a vonstant barrage of problems and escalating confrontations that give nearly no room to breathe. I want you to look at things like Sombra's thing or the fact how much we arw dragging our feet with Starlight (deapite apparwnt interest), Flurry's birth or Pinkie's Partyland. Sure, things are happening a LOT between the very pivotal main antagonists and differeng protagonists... but a lot of things arw falling to the wayside, which are filles with a wave of completely random and disjointed one-off's like the AJ/SA shorts, or the OnO stuff. That's only if we replace her with another powerhungry villain like, say, Pennydrop, and fail to focus on any of PD's other qualities that were specifically made to prevent her from being that one note of a character. Simply put, Chitania's side story offers a reason for battles, and a reason why she NEEDS to escalate her power, her goal won't let her accept anything less because reasonably it wouldn't make sense. But Pennydrop doesn't WANT massive destruction or to rule the world, she wants to own Equestria through it's economy and rule from behind the scenes with everyone happy, well fed and not fighting back. She'll still control them, but none of the doom and gloom chains.
I see what you mean with the OOCO, but I think more specifically that's because we need the characters to be completely free in order to pull off these sillies, which is a problem when you're trying to progress the main characters storyline. Applejack did a lot of non-OOCO one shot sillies during the Fall of Evo because she was completely free, but then it obviously had an issue wherein she's not doing anything, so how is she driving the plot? Its' not that the main arc is intimidating, its that she's DOING SOMETHING now, so writing her and Shiny in the bathroom is hard because, well, is she just going to pause that?

Altercations, as in, the fact that no matter how deplorable the actions of the character, how horrifically selfish their actions and how insistant they are on doing harm, none of them will be likely to ever face permant consequences that remove them from the story/game.
I am aware of the whole discussion we had on character death,and I can accept that writers and readers don't want their favorite characters to die. Further, I can accept that someone dying is a major bummer...
But it is really difficult to feel any kind of real threat, struggle or even empathy with the fears of the characters, if none of them will ever face punishments that permanently alter the game. Never once do I think that Chitania will die or kill anyone ever more since she stepped on those Gryphons. Never do I think anyone like Sunset or others like her will be locked up, since have been allowed to go free with just a stern talking to... TWICE. Even the horrors beneath Canterlot mountain are a joke to the very Morlocks fearing them. Do I think : Will Applejack or Rarity lose her crown for their terrible choiced? PHSAW! That'd be a load of work and trouble changing the status quo.
What I am saying is that, we have grand arcs and battles, the final result is no longer in doubt. For a short while the Triumvirate managed to thrill and excite us, because their handling of the action was so clashing that we thought they seriously were going to make characters drop. Sunset's apparent death is a huge mood changer and causes a lot of chnage with the characters... but do I, the reader, ever feel sad over it?
No. Because, let's be honest... none of the terrible five are dead. We all know that. And, well... that takes every value and every bit of excitement out of what will happen for me.
Because there are no stakes I can be invested in, even though they are very real for the characters.

It's really stagnant and uncreative if you only have certain groups you have to use. Character development and storybuilding thrives on changes, new ideas and dofferent chemistry. There's only so many Cadance is Fat jokes 18 and Spitfire can run before the joke has run its course. And there's always other characters invomved. Right now, most of the CE crew is tangled up with Canterlot or 13, and team EVO is MIA.
What I am trying to convey is that it would be nice if, well, we could toss ALL characters around for a while for a calm phase. Maybe to build mew relationships. Maybe to advance old plots... or maybe to just give us time where we don't hve to orry about stepping on somone's toes all around us.

I think we're better off gunning for personal stories and arcs, ones where the stakes are low, expectations for grand status quo shifts are low, nothing is obliged to be here or doing this that or the other. Otherwise, we anchor down characters, arcs, and expectations too hard, where the path is too narrow to be changed.
If there's no imminent doom facing Equestria... Then we're back to how we started! A comically dysfunctional Equestria beset by problems of show logic being dredged up by a gaggle of Ethiopan Wax Dripping Imageboard users.
We don't need a Big Huge Villain to be our drive, we don't even need Bad Things to be the drive, we can have so many other options to us but we've managed to whack ourselves into shonen conditioning; "We Need Stakes"

This one is a very difficult problem to address for a lot of reasons. For instance, you yourself pointed out how much of a mood changer it was that Sunset and them died, and even though we're over 10 threads and months on and there's no sign of them being alive or any indicator they are, people still think they are, and that kind of altered how the storyline felt when we saw ones like Spike dropping and just not coming back till the end.
Imagine then if Celestia had found her corpse at the end instead.
We're in a state where the biggest threats are the characters relationships, because we're well aware nobody wants Spike to actually be dead and everyone mourning for threads on end. We didn't want Alterjack to get her head crushed in by Chitania and face it, a huge chunk didn't even want to see Chitania die. Shit, we didn't want to see her die back when it started, and she was nothing but a kaiju expy then!
But then we have to take into account, we're all here because we love MLP. You know, the show. Nobody ever dies in the show except Sombra, and he was a line-free cloud. Even we killed off Cordyceps, and he was more developed than Sombra. Point is, we're fans of a show where death is not exactly a hanging threat, so why would we want to make it one here?
It's a very tough question as to the threat/backlash, and I'm not sure I have a response for that.

Nope, which is why most minis don't have it, but we do need to remember to properly develop it so when the big stuff happens, it hits. Evo was a good example of a lot of planning coming together, and we needed them to be completely background and not effecting the main cast at all to do it.
That I think is kind of why we're a little more weary, we haven't had our calm moment because KKA snapped right to JUSTICE mini after the Fall of Evo, there wasn't a short comedy buildup to get between it. We need that moment where nobody is in danger to build up to those moments, not just jump from one to another. Defanging Chitania or Pennydrop is wrong, because that just puts them on hold, you need to develop that away from the cast and bring it when it's relevant.
You know, like our(in my opinion) still very best of the Dark Arcs, Cordyceps.

Chitania is currently that in her broken and pretty much empty state(No help, no weapons, no money, no infrastructure, no anything), so she's set as far as pushing to the side, and Pennydrop literally never moves against them directly, so why is she even considered a hanging threat? She just wants to own the businesses of Equestria.

But that dysemmerty only exists because we are living in a constant state of danger anf threats all around in our storyline. But, sadly, if battle and confro tation are the norm, no one dying, being locked up or sent away as banshment makes it feel empty and stale.
It's fun to read about personal stakes, fears and relationships in an everyday setting where everyone has amusing persona adventures... but in a shonen like battle and war story, no deaths are not something we can keep going forever.

Honestly, I'm not sure about that. I mean Chitty's fights are always some of the biggest and most popular(counting replies I suppose) stories, but we know she's not going to die. They're exciting because her track record means you don't know who's going to win or lose, and the story will go wildly different depending.
My bigger issue is how many ways that can be done before we just run out. Sure, Fall of Evo did it right by bricking her at the start, and then saving her only for the biggest battle. And Justice did it fine to showcase a problem for Applejack, and that the fight was ultimately a bad thing(hard to make that clear unless you know, it's big enough bad things happen), but how many more ways can you really do it? I won't knock anything that's come before, they always fit fine, but going forwards maybe just give some space to at least build up a good idea.
What I'm saying is, no, killing anyone won't make me more invested, I'd just stop reading if all my favorite characters died or there were long stretches of sadness, but I don't want some of the most fun parts of the story to slow down either.

You know, what people need to understand is that /pa/ is going through another evolution. Remember, we were spawned from a singular shit post and then grew from singular one shots that amused us. Eventually that grew from One post to Two Post and then Multipost stories which then became full on arcs and such. We're going through another one of these changes and we just hadn't noticed yet. We've reached the Saga level of story telling and we all need to understand the changes that brings. Saga Length Emotional Overtones that last through the whole thing. There will be small moments of different emotional levels and tones, but over all it will be more or less the same. Right now, we're technically in the 2nd(?) Saga of /pa/. The first being the overly fun and silly beginning. Now we've reached the next level and we need to get semi serious. We might have over done the seriousness but that's where we're at now and until this saga is done, that's where were going to be. This... God Fighting/War in Heaven Saga needs to come to a close before we can go back. That means we need to get all out shit done before we can have out break.

I disagree, so long as there is tangible feelings of loss on either side.
I do not need Sunset to actually be dead, but I did need Chitania to react as a character who had lost everything. I didn't need to see Spike fall to his death, but I did need to see Spike lose something with Applejack along the way. I don't need death, I need actual consequences. Death is easy, it's the fastest and easily glossed over any part of any story. Anytime you want a character removed in film or a story, you kill them off and then mourn them for under five minutes, then they're gone. Stories like these have a much harder task ahead of them, dealing with the human effects of a every action. What it means to those who could have easily died, but have to go on living. Chitania dying would have been easy, the only character who would mourn her for a little bit are 13 or Arana, then it would simply be forgotten. Dealing with her afterwards, that's harder, but so much more meaningful.
So I disagree with your earlier statements, for myself at least. Death will never make me feel like the threat is more serious, it will make me feel like you want a quick resolution because writing the alternative is hard. That won't make me worry about them, how much I care about what's going to happen to a character always will.

The unsettling wave that swept through them put all conversation on hold as one they all watched and followed the universal gaze as it all lifted to the sky.

Her grand arrival on the stage of Canterlot had come at last. It may have come on the heels of several unfortunate yet completely unavoidable missteps in flight that lead off on chases to places she’d never intended to go, but their sound defeat through sheer attrition heralded the success she was sure would come in time.
Some might call her overblown for her explanations on getting lost, but she had a giant machine of pure might and destruction. She won by default, she thought.
So now, with the princesses and leaders of the world breathless and ready to hear her words, with the stage set for her grand entrance, she was ready for the private audience she would doubtlessly be granted. They could turn her away now, if they so chose.
But with the rapt attention of Canterlot on her, she held very little worry that any chance of them trying to posture would happen now, of all times. They could not attack her, she could easily crush them all as she had her now deceased foe. They could barely touch her, and they knew it, all they could do is try to order her to be gone.
An order she would happily comply with. If they tried to be rid of her now, they would only seal their fate of fear of her power, and seal the deal with all the potential allies scattered across the country they ‘ruled’. If they turned her away now, they would have nothing.
They would be nothing before her and everyone would know it.

So with her shuddering breath of excitement, she flipped the switch to let them hear her words, and readied herself for the demands of a private audience that would seal the fate of Equestria for all the years to come.

Blood.
There was blood in the air.
The stench as wretched and disgusting now as the very first time it had slipped into her nostrils, the bitter tang on her tongue so familiar one would swear it an old friend. The changeling known only as number Thirteen was no stranger to blood, she was no stranger to that smell, that taste, or that feeling that had brought both.
There was blood on the ground.
It poured from her shoulder in steady streams, enough to leave a small yet tellingly noticeable pool on the ground that grew wider with every drop she tried and failed to keep within her. She heard her own ragged breath in a far too familiar sound of a chest that had been wounded as she tried to suck in more air to keep the lightheaded darkness from taking over her vision, only to slip away more and more with every passing moment. A losing battle, just as familiar to her as that taste, that sound, that smell, that feeling.
There was blood on her.
She had been marked, wounded, bright and plain for all the world to see. There was no hiding that injury, anymore than there was any chance to hide herself. She, much like the muscle beneath her chitin, had been exposed to the world. Exposed to the bitter air, to rancid and metallic breath, and the full weight of the body that pinned her down. She could not hide from the beast upon her, or the eyes that would never leave her body.
There was blood, all around.
In the eyes of the one above her, she knew the sharks had come to feed.
"You..."
It was not a paw, it was not a claw, it was not a monstrous thing that held her down, but a hoof. A hoof that pressed near where dark fangs had sunken into before, a hoof poised just above where the manitcore's teeth has torn loose chitin, a hoof attached to one who'd held clouded eyes mere seconds before.
Now, they were so very clear, like they'd never been before.

An act, a single moment of pain, desperation, pleading and fruitless attacks had cleared those eyes. A single magical spell to wash away the covering she herself had placed upon it, a single desperate cry to bring back the simple changeling so that the beast hiding away beneath his eyes may be scared away. A curse escaped her breathless lips, a curse to him and to herself that she would allow that moment of weakness to force only one act, one response, one change.
To undo the spell that had brought the beast, and in it's wake leave a clarity she'd never intended.
Those eyes looked to her as they never had before, and saw her.
"You were there."
Truly, truly saw her, and all she had hidden from him before.

Her ragged, short breaths took the fire from her voice as she finally looked back to the wide eyes above her. Though she could not bring that same bite to her voice, her eyes held enough venom that even the changeling that had watched his doom come on the end of a golden hoof gave pause.

She did not struggle, she did not move, but with her gaze alone he felt his hoof weakening.

He felt something stronger than any muscle pushing him. No magic, no otherworldly energy glowed from her horn. Nothing but her look.

She needed nothing else to make him stumble back.

Everything was supposed to go one way... and none of you ever questioned why. You just accepted it.
His hoof, still shaky from it's change back into it's more natural form instead of the massive paw it had once been, struggled as it flicked out another blade, poised in defense in front of him as if it were a shield to hold her back.
It could do little more than a paper door in a storm.

With only a few words, she had shattered him.

Something that made sure he didn't look away when she forced his eyes to line within hers.

He saw every tear fall from her face.

He felt her every word.

He felt the sound. He did not hear any of it, he felt it, even when her eyes ceased to see him without ever once looking away.
>I still have this... strange power. I sapped so much when I was inside there, I felt like a thirsting mare who had fallen into fresh water, and was never satisfied. I never knew how far I could really go... or how much I could really do. I still have it... and I don't know just how far I can reach.
She looked to him again, the light that had grown foggy snapping back into place from wherever it had wandered to see him once again.

Her shoulder and her leg painfully throbbed, the puncture wounds of long teeth still seeping even now, his honesty more felt inside every wound than on his words.

Just as her own was felt within his mind, not his ears. He needed no more confirmation that what she said was nothing short of truth.
He gained it all the same, when she had begun to glow.

I knew she was going to be involved in there, but props. By adding in little inconsistencies(or in Silver Spoons case really big ones we should have questioned) it feels less like an asspull and more like something planned. Do feel it's kinda expositiony though, I like that you tried to meld it with her character but it's still a bit of a stretch.
