It may have been the first time in his life outside of the Elements of Harmony that he'd ever encountered a threat to himself. He'd just started to understand friendship, but as the ep where he crashed Twi's Cadance time showed, he thought that meant he could get away with anything with friends. He hadn't yet considered being the one hurt or betrayed, or even considered himself as capable of experiencing those.

It wasn't precognition. Discord was tasked by Celestia to study the box, and he discovered what the keys were before anyone else. When Discord figured out what Twilight's key was going to be, Celestia released Tirek out of Tartarus herself, without letting Tirek know it was her.

My headcanon is that Discord was just genuinely shocked by the betrayal. He could've stopped Tirek any time he wanted including after the point when he supposedly loses his magic but didn't felt like doing it due to purely emotional reasons.
