Personally I'd prefer it to be the relatively safe haven that makes sense the most. The ponies are all mostly happy creatures, herds are a thing albeit rare, interspecies relationships happen occasionally, etc etc.
As for timeline I think pre-S3 would be the best, but if it had to be post-coronation, probably pre-S5.
