Celestia's character has gotten into an unfortunate situation thanks to common tropes and false expectations. From the beginning she is shown as an important icon that has a passion for teaching and keeping the nation peaceful, yet that's apparently not enough, everyone assumed she's ultra powerful by default because that's what is cool. Naturally the disconnect caused a mass autistic headcanon freakout at the end of season 2 which still inflicts asshurt to this day.

There's different ways to guess this one, since we don't know enough about Equestria during the Celestia's thousand year solo-rule. Either the princesses are only just about strong enough to defend their land yet happen to be thwarted at every turn as of now (note how Chrysalis was surprised when she defeated Celestia), or the Royal Sisters are both out of touch with their nation and it was easier to protect in the past. Ponies come from a simple time of petty race rivalry, and it's likely that back then promoting harmony and avoiding the Windigoes was enough. Heck the Windigoes could have plagued the land so much that the rivalry was all the ponies had in their lives.
