Luna assumed it was a "Call everyone' call, in reality the Bloodstone Scepter lets him actually target any dragons of a specific age, hinting at greater powers it's capable of and that there's more to controlling it than the basics. Luna, the characters, knows very little about dragons and assumed it was a broad and unwieldy thing, but in reality it's a tiny little toothpick that would take a dragon his size a lot of control to hold properly, let alone control. They showed, not explained, that he only called kids, because they assumed you'd pick up on that.

Why would you ever want baby or teenagers to rule over your entire empire, while there's a hundred adult dragons flying around and shit

Basically, they don't want dragons to be 'threatening' and big and mean anymore, they want them to become comedic reliefs.
That way, they won't need to make Spike grow or some shit, and the only dragons we'll ever see ever again are Garbles and Ember.
