I don't know much about snow and the most I have ever expirenced was some light fall at the foot of cradle mountain but that does not sound right. Water is far from light. Granted if snow is anything like ice It should weigh less then the same ammount of water.

When the temperature is really low, very fine particles of snow fall. Because these are individually light and thoroughly frozen, the fallen snow is also very light and dusty.

When the temperature is closer to freezing, larger and heavier flakes of snow are formed. These create a denser snowfall on the ground, which is much heavier and more troublesome to move.

This is a bit of a simplification - there are other factors - and it's impossible to say which type Rarity is moving here. Since they don't need any protective clothing, though, I'm erring towards dense and heavy.
