Why is Daybreaker powerful while Celestia is weak? Does she need to hold something back to be who she needs to be? Does she set aside her power for something else? Or is Daybreaker just some cockamamie shit dreamed up by Starlight?

There's a lot of theories behind what Daybreaker is. The one I subscribe to is that, to use the dream walking spell, the user must travel through their own subconscious to reach the subject. In doing so, they risk manipulating the subject's dream with elements from their own subconscious. Daybreaker exists in a piece of Celestia's mind (I imagine it being similar to the Tantabus for Luna) and she pulled it into Starlight's dream unknowingly.
As to Celestia's power level, Daybreaker is a power-mad Celestia. Daybreaker pretty much spells it out that Celestia is deliberately restraining herself. As we saw in "All Bottled Up", rage can create powerful magic so Celestia is holding back her full might through patience and willpower.
