Before Glimmer I would say only unicorns like Twilight were anything to be worried about. Clearly the more efficient thing to do is watch out for unicorns with magic as their special talent.

Only the unicorns that spend way too much time building up their skill, are exceptionally gifted or have magic as their special talent.

Magic isn't really a threat, it is only those that are exceptionally skilled and specialized in it like Twilight.

I'm sure pure brawn would be a problem too if someone so chose to do something drastic.

Keeping unicorns under check is interesting though, it reminds me of how Templar Knights kept Mages in check in Dragon Age Origins.
