Different subspecies of dragon. There's actually many types including wyverns.

Though he does have the arrow-tipped tail, and lacks horns or hair of any kinds, so, not that strong of a theory. Got the fish-fin ear thing, though.

Yeah, but if that's the case I would imagine Spike's flight powers would be enabled whenever his serpent body grew in. As it is, he's oval-shaped; no amount of magic will ever get that to fly.
