The tree of harmony gave the mane six the map table, not to empower them as its wielders, but so they could find its TRUE bearer and locate starlight for it.

Now that starlight has been found, the map is giving her missions (Notice there's no more map missions for the mane six this season, just starlight), and will merge all the Six elements into one single element in the finale and bestow it on starlight, turning her into the Princess of harmony.

Twilight was meant to ascend and replace Celestia in some sort of finale that would have wrapped up all the character arcs iirc.
As Twilight has all but eclipsed Celestia due to sidelining, and Glim Glam has replaced Twilight as the "lets follow this pony on their journey of learning" character........her rising to a greater height than Twilight would sort of be that story that was never told.

Of course, all of that is only possible because the writers have colossally fucked with things to the point that the show is unrecognizable to what Faust had intended.

Also to Glimmerfags. She was added so they can have someone observe the main 6 from outside the main 6, when they eventually continue with the EoH arc. The next part needed someone to teach the main 6 about friendship and they had no one to use.
