I would like to remind everyone: before you start yet another project, there are existing pony game projects that are hiring.
I know Overmare could use more people proficient with Unity Editor.
I saw a comment saying Raycord Legends is in need of good programmers and will close down if they can't find any soon.
The new Ponykard is probably still hiring for all positions.
Afaik, no pony game project has trained project managers. If you're a project manager IRL, please consider offering your services to a pony project of your choice. At least offer to consult.

Where do I begin if I wanna make video games, C++ or C#? I'm a web developer so I'm already very used to the strict nature of PHP and I've heard C++ is very strict and that turns a lot of people off.

This is something to consider. We'd be a lot more successful if we kept our ears open for other projects, and helped out with projects that already have a start. It also helps if you work on projects that are small scale. Don't be ambitious.

Use engines to make games. Don't stsrt off from scratch. You'll just waste time, especially when you don't have experience. Video game employers don't look at what language you code in to make games. They wanna know what engine you specialize in, or if you can adapt to their own game engine.
