It sounds really arbitrary, excluding Cadence and not going with heirarchy at all. I just don't think Twilight fits into the role of a God. For one, she acts herself. Second, she is the one making mistakes and learning from them. She is more fit to be a prophet if anything.
Besides, these commendments will probably end up being just something she does, like "read a lot" because she sure likes reading and so on. It has nothing to do with Twilight as a concept, as a unique philosophy or a school of thought. At this stage it's not a religion, just an idol. Waifuism in its own is a better idea for a religion in my opinion.

So; For the sake of argument and because I want to mess with you, I just did my own rough rules:

1. Friendship is the highest value there is.
2. Act as though that the maxim of your actions could be taken as law but also so that those law are acted apon "good will".
