Mane6, plus Spike, and possibly Celestia, have to be introduced (because this is a movie and has to be accessible to a new audience).

The seaponies both need to be introduced, and given a minor arc. And the mane6 need to go to Seaquestria somehow.

Storm King and his sidekick need to introduced and given proper development. Tempest Shadow probably needs her own arc and possibly a redemption if she is to get her horn restored.

Celaeno and her crew need to be introduced, Capper too.

Then there's the singer, black and white one, can't remember her name. She might get away with just a song.

That's still around 15 characters, with a measly 5 minutes each they've spent 75 minutes of the movie, giving 15 minutes or so for the main plot.

Look at the first MLP movie, the one from the 80's. Seaponies and gnomes and black rainbows and dragons and Tirek and what have you are thrown in haphazardly and forgotten about 5 minutes later. There are so many characters and concepts there's no room to develop any of it, and you end up with a very shallow (but fast-paced) movie.

My worry is that the same is happening here, this movie will be an extended episode #100 than an extended two-parter. Rather than focus on the main six, a villain, and one or two supporting characters, we'll get tiny glimpses of over a dozen characters. Now, IF they manage their time perfectly, and use their limited resources really, really well, it could work out, but I don't think it will.
