Near the beginning of the project, Smutty said something along the lines of "Unless I, or someone official on the project, says otherwise, always assume the project is alive. We'll tell you when it's dead," but really, it's a way to keep attention, and deflect responsibility when inevitably nothing significant gets produced, and people start calling them out on it. That way, you can always claim it's being worked on, and then never have to do anything to show for it.
