It really depends on the budget of the movie. Unless someone fucked up really big and actually put in a lot more budget than they can feasibly recoup, I doubt they really expect it to a huge success at the box office. It's really going to be dependent on how much merchandise they're able to sell based on the movie.

Jem and The Holograms only got a 5 million dollar budget and flopped with 2.3 million box office. It's pretty clear they made a decently safe bet considering the loss wasn't that huge. I'd expect the same for MLP. Whinnie the Pooh was one of the last western 2d animated films in theaters back in 2011 and it got only 50 million box office. That has a pretty similar target audience target and name brand popularity so I expect it to do about the same in order to be considered really successful.
