Is he really a child or "baby" as the show puts it /mlp/?

Developmentally he's on par with the CMC. He might be a baby by dragon years, but he's no baby in terms of intelligence and anyone with eyes and ears could realise that in a matter of seconds.
His slightly younger than Twalot. Would you consider Toilet young?

He's a strong, independent White male
>>29974061
Nah. He's pretty much a teenager mentally at this point even though his physical development contrasts drastically with his mental one.

he has body of a kid and a brain of a teenager.

Literally a baby dragon

No.
Spike is a product of magic, so who cares.

if we go by the D&D manual then hes born with intelligence equal or nearly equal to that of a full grown adult human.

I think what it's supposed to be is that he's a young teen, maybe 12, but is still todler size because he doesn't hoard.
In Gauntlet of Fire, the other dragons didn't call him a "baby" or a "child" but rather a runt

He's like, 12.
