Scrappy Doo and Cousin Oliver were the forerunners to the "Poochie Syndrome".

MLP has always evolved every season. While Starlight was definitely hamfisted in a really poor way in season 6, she doesn't feel that out of place.

Samurai Jack on the other hand is the exact opposite. It's always been about Jack's solo journey through the amazingly crafted future landscapes. The way they put Ashi into the series is was executed well but she just feels like she doesn't deserve to be a part of Jack's endgame.

Poochie was originally a call from show writers to talk about what happens when other interest force them to write in new characters they don't want to.

On the other hand, Starlight is obviously loved by the writing team and it's them who wish to push her on the show. On Tvtropes, Starlight Glimmer is listed into the "Creator's Pet" cathegory, which makes much more sense than Poochie.

Ashi is literally a plot device used to show how crappy is Aku's world and how Jack is the only source of hope for everyone, Ashi herself included. Even when she's being the main focus of an episode, she's used to show how important Jack is for the world and the plot itself.
We also saw how her OP fighting abilities were developed, and the huge price she and her sisters had to pay for it, plus her fighting abilities never overshadowed Jack's.

Starlight Glimmer is literally a spot stealing character with broken powers, a crappy backstory & villain motives and her post-redemption episodes were all about how special she is, how she's always forgiven no matter what she does and how useless the original cast is when is compared to her, all for making the episodes advance.
