as someone who has done basic sewing, pants are easy to make. just draw two pants outlines on cloth, cut them out, sew the edges, then turn them inside out. sew on little rings at the waist so you can tie on a belt (since I'm assuming he has no access to elastic) and bam, you got pants. It's basically the same as making a shirt.
