A character that was added to appeal to audience and to make the show "fresh" by introducing new character who forcibly is frineds with everyone and focused in the story.

Whats funny is Fox wanted to force such a character to the Simpsons. It failed and they made entire episode criticising this point.

For example "Married with Children" were also victims of it. They were forced to the adoption of the little kid called "seven" but it didn't fit the cruel theme of treating the family memebrs in this show. After he was there in the background he was later removed entirely from the show. Only his picture on the milk carton was whats left of him with "missing" written on it.
