I've never read it, but it appears to be a complete rip from Fallout 3' story, (X character with a title leaves X Vault to look for X person) not to mention shameless using of Fallout's factions, (The Enclave, The Unity, and other such factions). Is it overrated crap? To me, it wastes the Fallout name with shitty namedrops and references that have no place in MLP's Expanded Universe.
No, its kind of awesome. Much more, it introduse you to something really good, like the "Pink Eyes"

OP you seem to got a pretty developed opinion already without reading it. I'd ask you to read it, but I imagine you might not find it to your tastes. The plot takes from all the Fallouts and making it similar to Fallout is kinda the point of a crossover. Common explanation is Fallout if ponies rather than Fallout with ponies. Also if it just ripped from Fallout 3's story it would be far more terrible because Bethesda Fallouts are sub par in general. Regardless you got your own rationale and your own thoughts about the topic.
