I think what happened was that they want Shimmer to be in MLP, but because EQG is not cannon, they just reskinned Shimmer and called it a day.

Sunset was generally a good person who got corrupted by realizing how powerful she could potentially be, and could only be brought over by being exposed to what she herself has become, which happened when she turned into a demon.
