It seems that only applies to the mane cast. Side characters are free to pursue romantic endeavors as evidenced by Shining Armor and Cadence. Also Rarity has had several crushes in the past. It's just that all the stallions she fancied turned out to be jerks. Besides there's always a chance that Big Mac will end up confessing to Sugar Belle by the end of the episode and be rejected. The episode will be a lesson about how to accept being put in the friendzone.

Reminder that MLP is nothing more than a paycheck for the current writers
