The Russian word for equestrian is кoнный or konnii while the Russian word for Russia is Poccия or Rossiya.
What I do is combine the two to something like Russkonnia so they can be called ruskies. It's sort of crude and I'm pretty sure there's a better way to punify Russia if you look into the etymology or something but for now it's what I use.

The only city I can come up with so fare is St. Ponisburg. Russian horse breeds might help with the others.
