Because they're in largely meaningless positions of authority. Cadence rules the Crystal Empire but that's miles away in some bumfuck frozen tundra. Luna has some sort of power but no apparent legal power: it seems like most of her authority is just whatever Celestia chooses to give her. Celestia's the one with all the power in Equestria and she decides who she wants to receive ,presumably, the best magical education in the land.

It would be kind of fun to see Candy explain lessons of love to students of hers though.

Because giving Luna a student after being banished and reformed or Cadance after appearing out of fucking nowhere, all while Twilight was still a student, would have been stupid. Celestia having a student was just part of the plot when the show started and Twilight only has a student because Twilicorn forced the writers into finding another way of giving her a story.
