Yes, you can start out as level zero blank flank, and leveling to level 1 would essentially be you getting your cutie mark.

Poor Unfortunate Foals has something similar, where if you roll 3d6 (only possible on an action you're skilled in) and every die lands on 6, you can choose to get your CM. From then on, actions which fall under your CM skill let you roll 4d6 instead, which is cool
