To be honest it isn't
There is a huge diference between a true third world country (certain parts of africa are a good example) and mexico or other southamerican countries.
Mexico has public healthcare, modern hospitals, 3rd level laboratories, a metric ton of universities (the TDM is really good compared with foreign universities) basic services available to nearly anyone, internet and other services available everywere (except on indigenous communities), etc.
We are not even near to being a 3rd world country, we are actually quite urbanized.
But we also aren't a first world country, we are far from it.
