Drawing is a skill that requires muscle memory, anatomy knowledge, spacing, color theory, technical skill, and imagination. If you reference, you are using a picture of something as a crutch for your lack of anatomy. Referencing is drawing what you see from a distance so you still have to use your mind for spacing, muscle memory, etc.
When someone traces they are crossing off the requirements for everything except color theory. They are literally putting paper over picture and drawing lines that are already there. This exercises nothing and shows no skill or ability.
This guy is nothing without someone else's work to base everything off of. An adept artist needs a couple reminders on what boobs look like. An accomplished artist only needs his mind and a will to not commit suicide.
