This. The train has a chimney, which indicates it's able to move on its own. Obviously, it's broken down and the railway owner has no buses to operate a substitute transport, and apparently the earth ponies are strong enough to actually pull a several hundred tons worth of steel locomotive and a bunch of added cars, so why not? Provided there's another pony to act as a brake operator. You don't want to stop in front of a speeding train.

I love the overwhelming majority of Lauren's ideas, but this always seemed so forced to me. If there isn't an engine, there is still the distinctive "wagon wheels on track" sound. Plus, the whistle could be on the first wagon, and blam, all the authentic sounds are regained. And it still would "read" as a train. Trains were occasionally pulled by horses in the past
