Same issue there was with Q in Star Trek. Super powerful reality warping characters are a great mechanism for a story, but a terrible subject for a story.

The problem is that he was only meant to be a villain, not a recurring character. Once they gave him a regular role though they then further fucked up by not giving him any character development. So now where he once felt like a genuine threat he just behaves like a prick for the sake of forcing conflict.

He's perfect in season 4, since he serves a purpose to the actual arc of the season. Since season 5 & 6 has no arc he's just kind of there.
