Glimmerfag here. It's because Shimmer had the benefit of her redemption arc being in a single self contained movie as opposed to a series of episodes written by different writers who each have a different idea of who Glimmer is. The result of this is Glimmer's character arc has all the right pieces, but is structured in a way that doesn't really make any sense.
We have
>No Second Prances
Glimmer makes a new friend and learns the value of friendship
>Every Little Thing She Does
Glimmer plainly demonstrates that she doesn't get friendship, comes across that she doesn't value other ponies
>Where and Back Again
Glimmer states that she values friendship, uses her knowledge to save the day

Really, I think it would work a lot better if we swap ELTSD with NSP, then we'd have a clear arc of
>Glimmer doesn't get friendship -> Glimmer learns the magic of friendship -> Glimmer saves the day
The way it's structured now gives a lot of people the impression that her status as hero is unearned, because in her one appearance before the finale she comes across as a sociopath with nothing in between to show that maybe she isn't.

It'd also work better in the straightforward narrative sense.
>Twilight starts Glimmer off with "friendship training wheels" so to speak by having her start off with ponies she already knows and can guide her through a friendship curriculum. -> a friendship "test" where she uses her knowledge to make a friend outside of Twilight's social circle.

That's really the disappointing bit of it all. Rainbow Rocks could have been infinitely more entertaining if the movie had been about Sunset trying to come to grips with the fact that she has some personality traits that conflict with her being a good friend, and then eventually finding a happy balance in the end because she doesn't want to end up evil like the Sirens, or as dorky as Twilight. Instead we were given a completely bland Shimmer who's only conflict is that nobody (rightfully) believes that her personality could do a 180 over night.

Granted Starlight has trouble making friends but only because she's awkward and makes terrible decisions like using mind control to make friends even AFTER her redemption. Sunset has trouble because she had to face down those she wronged.
Personally I'd say it's because Starlight is basically Diet Sunset.
