The gimmick for this movie seems to be "Mane six turn into Seahorses, and there's celebrity characters".

They're not going to have any gimmicks besides the Furry Friends brigade and the mane six as Seaponies.

I really enjoyed the episode where Cadance replaced Twilight and got tattoos. And then replaced the mane 6 with tatted-up flower ponies.

They are placing brushables there because that's just how the setup is. I doubt the regular quadruped articulated ponies on the bottom have anything to do with the movie.
