Like, having your party wander through hellholes, but find wierd things, fresh signs, ponies talking of a paradise, religious like overtones. Then they begin to notice certain things, abscence of raider attacks, more caravans, armed ponies moving quickly and et ignoring everything in their way that should be their target. Clean fur, few wounds, foals in the open. Then you find it, the first of the provincial government, and realize, you're not in old Equestria, you're now in the land of Marque, and your world just got flipped upside down as you deal with this.

Basically, a developed world play more as frontier old western than postapoc. Then again, this isn't a bad thing, most fics are already this, never worrying about food, or sleeping in some place with stagnant water, threats old and new everywhere, the world being actively hostile as much as fellow man.

Post-apoc isn't just "the world is ruined and now life is shit", though. FoE inherited that from Fo3. The earlier Fallouts were all about the new communities that sprung up in the wake of the bombs and how they interacted with one another. Life for the average joe wasn't easy, but there were still communities and factions with trade and a degree of stability.

If anything, the end of FoE marks the point where things move from a Fo3-style shitfest to a world closer to Fo1/2.

Epilogue basically goes straight to NV style right away since they pretty much have united most of known Equestria already into one central state in 10 years. In F1 there's organized communities and trade, but they are all still divided and thoughts of unification are still far off. There really is no one faction in F1 that is in control of more than a single town, but the towns are definitely a lot more fleshed out and powerful.

By 2 most of the area in F1 has unified, but they NCR doesn't feel like that powerful of a force yet. For example, slavery and the slave trade and such is still being practiced, despite being outlawed, right in NCR lands. In fact, there's a Slave Market right in Shady Sands that gets off scott free simply by going through loopholes and because the NCR is still too weak to really stop it.

Even then, in F2 the only NCR controlled city you can visit is Shady Sands, every other town are their own entity that may be considering joining up with the NCR, or are actually strong enough that they may even be able to oppose or surpass them (San Fran, Vault City).

NV also took place in what was the NCR's frontier lands, where their hold over the land was the weakest, but they still have something of a presence.

TL;DR you're both wrong. Fallout actually is set in a sweet spot between both where things are more organized than just like, complete fucking anarchy and towns filled with 12 people max and lel no trade or stability. But not organized enough where a single central state or entity has much control. In fact each town being their own faction is the norm.

1. Rape is an incredibly difficult subject to write about "well". Fanfic writers are, almost by definition, amateurs. These two facts don't play together.
2. It's a matter of tone. Rape as a subject is generally the grimmest of the grimdark, which might be why it's so immediately attractive as a drama device. FoE is already darkening something cutesy and idealistic in its premise alone. It's very, very easy to slip over the line into gratuity.

While ponies can eat meat, they all also eat some manner of grain or veggie with it its odd that other than apples no fruit is mentioned. Where's the pears and oranges? Thus it would be reasonable that raiders consuming pony would also need their veggies. Most raiders seem to also be earthers.

Earth ponies can invigorate the soil and plant life just being around an area. THis is their power. Raiders odly have bases camps, and other sorts of static facilities and homes. In fact, they are pretty shit at raiding.

Thus, would it be reasonable that raiders are actually agrarian buildups and they grow plants to supplement their meat diet, thereby explaining why they stay in a place as opposed to roaming?

That's a bit extreme, really. Unless I'm forgetting some huge details, Red Eye was never working towards some bizarre ideal of racial purity. He was trying to educate (and indoctrinate) the foals so that they would eventually grow up to run the empire he was building (on the broken backs of slaves). Wind Sheer paddled his legs through the water gently, the occasional brush against the bottom speeding him toward home. The crawdad remained steady on his scalp, though mostly for having a good grasp on his mane. It was an odd sight, the crawdad seemed to be very animated, acting as though it could order the pegasus around like a faithful steed. All the more entertaining given the history and resentment such an observation would cause the wayward bird horse.
Weary, he trudged from the shallows, his cabin seemingly unlit to most. To the pegasus with his keen night vision, it was dim but acceptable for him to see by. He trudged over to the icebox and pulled out bottle of hardened cider and grabbed two rock glasses for them. Wind poured an eight for the each of them and sat down on his haunches to see if he had a new friend or merely someone to show the intricacies of his stoop. The crawdad to its credit wasted little time in clambering up the side of the glass and scooping the amber drink into its mouth with a claw.
