These don't need to be mutually exclusive, and there's a lot of evidence showing that she does both.

Her general credo makes it clear that she isn't a very judgmental horse. Wanting to become friends with anyone and everyone she meets means she's willing to put up with a lot of shit on the way to understanding those ponies, whether it be her shit or the other pony's shit (see A Friend in Deed). That, along with the gratitude she feels towards the people who have to put up with her own batshit crazy ideas, means she's definitely the type of person who'd give anyone a fair shot on whatever they want to do.
That being said, judgmentalism only extends to incomplete perceptions of things; it's been shown that once she becomes convinced of something, mere words aren't going to dissuade her. Feeling Pinkie Keen, The Cutie Map, and Spice Up Your Life all exemplify this.

It's weird, Ponk was never that important to me, she wasn't annoying, but she wasn't my favourite either, just somewhere in my top 7-8.
But in my latest rewatch I somehow felt like focusing more at her, and I discovered some aspects that I never considered before, I began questioning her actions and motivations and it made me think about how life in general would be better and more enjoyable if I let a little ponka in my heart.
It may be imagination, but ever since I began approaching life more like Pinks, I think I am happier than before.
