Nah, Vex prompted it while talking to Hunter one day and explaining familial relations. She squealed about it.

The intent seemed to be to include her close while keeping the normal family unit for the orphan they just picked up and hatched. The relationship during the quest, and so the beginning of Hunter's life, was Angel-Vex as a couple and both of them sharing Cobalt as a very close lover/pet.
