The thing is that a lot of episodes had situations that weren't an obvious fit for the characters in the episode.
If I heard the plot of Rarity investigates without knowing the title or the characters in it my first guess would have been Twilight and Dash because Twilight played detective in the past.
Or I would never chose Fluttershy and Twilight to send to end a feud between two families of farmers.

And hey both Rarity and Twilight playing detective together and arguing about each others' methods could have been a fun issue.
