Really hard to say, there are plenty of poners that don't get enough attention and art. A good example would be Junebug: she made her appearance (and even had a few lines of dialog) early on in the show, and has a design and color palette that's usually well liked. In spite of that, there's little art of her (granted, she seems to show up very rarely, even for a BG pone)

Of course, there are tons of BG pones with little to no art, such as Parasol, Silverspeed, Lavender Fritter, or a thousand other examples

As a Artfag I can tell you why this doesnt happen as often as you would want it:

OCs bring either: Dosh (Cause commisions)
More viewers (Cause its the OC of a even more well known Artfag or other contentcreator who is likely to share it on their tumbl/DA/Whatever)
Or sometimes both cause people will make sure to share the commisons they goot a bunch.

Or, the OC is the OC of the artfag.


Now, with BG ponies there needs to be a "mini fandom" around the BG pony to at least get a Artfag attention.
I tried drawing obscure BG ponies I really like, but they get ignored oif they arent drawn on the same day the episode airs, and thats a little diheartening, so i do it less nowadays.
